Frequently asked questions about Decent Homes

The TMO’s Decent Homes Scheme is progressing well and the residents’ satisfaction rating currently stands at 90%.

Our contractors continue to work hard to deliver the programme on time; however, we appreciate that the process may involve some temporary disruption or cause anxiety for residents. Hopefully this article will answer any questions that you may have.

What is a 'decent' home?

According to the Government, a Decent Home should be:

  • free from serious disrepair;
  • structurally stable;
  • free from dampness prejudicial to the health;
  • adequate provision for lighting, heating and ventilation;
  • adequate piped supply of wholesome water;
  • effective drainage for drainage of foul, waste, surface water;
  • suitably located WC for exclusive use of the occupants;
  • bath or shower and wash-hand basin, with hot/cold water;
  • satisfactory facilities for the preparation and cooking of food including a sink with hot and cold water.

When will my home be inspected?

Property surveys began on 5 May 2006. Follow this link to download the list of properties being surveyed. Please note that having your property surveyed does not imply that you will receive Decent Homes works. Each property is assessed individually and independently.

Will I get a new bathroom and kitchen?

The Government’s decent homes standard says that if your existing kitchen and bathroom are both old – at least 30 years and 40 years respectively - and in a poor state of repair then they will be replaced. There are certain circumstances where the age condition can be reduced to 20 and 30 years. However, this requires your home to fail on at least two other criteria e.g. poor space layout and size, or the common areas of the flat are too small and poorly laid out, or the bathroom is not appropriately located.

What is not included in the Decent Homes scheme?

  • Security (DES, CCTV, lighting);
  • lifts;
  • environment (paths/fencing, lighting, planting, play areas).

Who decides what work is done in each property?

You will receive a letter from Higgins Construction Ltd., the contactor who is carrying out these works in partnership with the TMO. They will notify you of the date their team of independent surveyors will visit to carry out the survey. A decision will be taken on the works needed to your home following that visit.

Will it be noisy and dusty?

If you qualify for works there will inevitably be some noise and dust during the works but we try to keep that to a minimum. You will receive help in moving your furniture and personal items. You will also be supplied with boxes for packing items that need to be moved.

What if I don’t want any work done?

No one will be forced to have any works carried out. However, if an electrical survey shows that your home needs to be rewired, this work has to be done otherwise it could put your health and safety at risk as well as that of your neighbours.

Is it really worth all the trouble?

Definitely. The contactors work to a high professional standard, and although there may be some temporary disruption, when the works are complete your home will have been improved to meet the Decent Homes Standard.
