
There are a wide range of interesting properties and multi-cultural backdrops, including tower block roof panoramas over London, river vistas, motorway and street overviews, urban housing scenes and green, mature gardens, private street scenes, underground car parks and open spaces throughout the borough’s housing stock, attracting a high level of location filming throughout the year.
All of the Royal Borough of Kensington and Chelsea’s housing stock is managed by us, the TMO. As we are a non-profit making organisation, all location fees go towards improving services for our tenants.

The TMO Film Unit has close working relationships with Residents' Associations and representatives, the police, key officers from RBKC Council departments, local Councillors, Film London and other outside agencies. Our aim is to ensure that all filming activities are carried out safely and with minimum disruption to our residents. We aim to achieve this by:
Please note that we are a tenant management organisation. We do not agree any filming applications that would portray our resident’s or their homes negatively.
Filming on TMO managed property is charged accordingly:
Prices are per day and increase by 50% for evenings, in addition to a surcharge of 50% for Saturdays and 100% for Sundays. There is a minimum half-day charge.
Charges are dependant on duration of filming, equipment, control requirements and likely disruption to residents and TMO resource requirements.
There is no fee for the first joint site visit by the TMO Film Liaison officer for research and recces.
Street Filming: This can be arranged through the local Council's Film Office's website.
The Film Unit will charge an administration fee at an hourly-rate (currently £95.00) to cover officer time, general advice, office costs and liaison with other TMOand Council officers and such like.
All prices quoted are not inclusive of VAT, which will be charged at 17.5%.
Often film makers make an additionnal, direct donation to the local Residents' Association to cover any inconvenience that has been accommodated by the residents. (These donations do not attract VAT).
Consideration is given to student, special projects and worthy causes - please enquire.
If you wish to film in the TMO’s estates or properties you will need to complete and return the form "TMO Application to Film" with a copy of your public liability insurance cover. Returning the application form also signifies that the Filming Code of Practice has been read and will be adhered to. Please note: The TMO does require you to undertake and submit a full and meaningful risk assessment in advance of all shoots, as any failure to do so may well invalidate insurance cover and prejudice agreement.

The TMO Film Unit can advise on and efficiently handle all resident liaison on your behalf if required. Two hours administration fee is included with the location fee, this is sufficient to cover short, simple daytime shoots. Where a greater input is required, the required resource will be estimated for you.
We have staff on-site and on-call that can assist with your local arrangements.
The TMO Film Unit may visit your film location at any time and to investigate complaints. We may require an immediate cessation of filming, unauthorised vehicles may be clamped or removed and you may be asked to quit the location immediately if it is found that any policies, requirements or agreements are being breached.
Please note that the TMO requires a minimun of one full week’s written notice in order to arrange parking for technical vehicles within our estate roads or car parks. (More notice may be necessary if a large amount of equipment or vehicle accommodation is required on locations)
We require advance payment for all film related parking arrangements.
The TMO Film Unit will charge a parking fee of £180.00 per day for each parking request, which does not exceed two car spaces. This charge will be payable for each separate location used. We can also liaise with the Council to arrange street parking on your behalf (admin fee applies).
